To start you require an Azure account with an active subscription and an active Communication Services resource. Then simply follow the quickstart guide to get a phone number, select its features and release it.
What is Azure Communication Services?
This group of cloud-based services help you to integrate communication into applications. Adding these communications into your app doesn’t require expertise in the underlying technology – media encoding and telephony. It includes voice calls, video calls, rich text chat and SMS.
